Chooses `momo`, `bank` or `split` (with `bankSharePercent`), a schedule and a minimum. You never send an account number: settlements go to the mobile money and bank accounts an owner verified in the developer console. Times are in Africa/Accra and amounts are in GHS. Send a required `Idempotency-Key` header and repeat it unchanged when you retry. Requires the `settlement_policies.write` permission.
