Sends money from your wallet to a mobile money number or account. The amount is a decimal string in major units, for example `"120.00"`.

A `202` means the payout was accepted, not that it was delivered. Read `GET /v1/payouts/{reference}` for the outcome. `status` is reported as it stands: `in_review` and `held` are normal outcomes for a payout that needs a check before it goes out, not errors.

The `reference` is yours and must be unique for each payout. Send a required `Idempotency-Key` header and repeat it unchanged when you retry. After a timeout or a `5xx`, retry with the same key and body: never start a second payout with a new key, or the recipient can be paid twice. The request is not retried on your behalf. Requires the `disbursements.write` permission.
